Change Log: Police Department Investigated Hate Crimes

During a routine review of the dataset, multiple inconstancies in data terminology were found between data pre 2021, and post 2021. These inconstancies were made uniform and reloaded into DataSF.

The following columns had terms adjusted to allow for a unform set of terminology throughout the dataset. This will allow for a more consistent analysis over time with these particular fields.
